Maintain your reputation with the Magram Clan, and use the Enhanced Necromancy Staff to fully raise undead that are struggling to emerge throughout the Valley of Bones. Return to Orgrul once the Magram army has grown.

As you venture deeper into the Valley of Bones, you will see the remains of failed attempts at raising the dead. Gelkis attempts, no doubt. Hardly able to claw out from the dirt. Funny, were it not so pathetic.
