The weighted score adds each buff and takes away each nerf, by its size times its use. Size: 1, 2 or 3, from how far the numbers moved (under 12%, under 35%, more), or rated by hand when the line gives none. Use: the share of the class’s popular and BiS talent builds that take the talent, at least 0.25; a spell or a racial counts fully. Other changes count nothing. It is a guide to the size of the changes, not a simulation of damage or healing.
A line that moves a talent or changes what it needs counts as another change. A line where only the tooltip reads differently is not counted. Each date opens that update in the patch notes.
