Not in the game. This is an old item left in the client’s files, the same in Classic Era, where no one can get it. The spell it says it teaches is in neither client: using it would teach nothing.

Read from the game clients' item tables through wago.tools. Some Forever items are not in those tables: Blizzard's server sends them to the game the first time it meets one, and we read the ones our game has received from its cache.
