Mage PvE best in slot at level

The best gear for a level 20 Mage in the WoW Forever beta, slot by slot, with stats and sources for every item. PvE list: Frost damage, and plain spell power beside it, since nothing in the build casts anything else. Then Intellect, for a mana bar that has to last the whole pull. Stamina hardly moves the ranking, and the other schools not at all.
