Rogue PvE best in slot at level

The best gear for a level 20 Rogue in the WoW Forever beta, slot by slot, with stats and sources for every item. PvE list: A slow main hand, so Sinister Strike hits hard, and a fast off hand beside it. Then Agility, and any critical strike a piece carries outright. Stamina barely registers here, and Intellect and Spirit are wasted on a rogue. Forever lets a rogue learn axes, which Classic did not, and the off hand is where that shows: the skill starts at 1, so an axe misses until it is raised.
