Happy Camper sells it for 15 silver, just outside Ironforge (Dun Morogh 51.6, 40.0), and the Unstable Sentinel drops it in the City of Dalaran. With it, tailors with 140 skill can make the Spinning Wheel that 74 tailoring recipes need.
