Where City of Dalaran is, the level it asks for and what its drops require.

Location	In Dalaran, Alterac Mountains: through the city’s sewers, to a portal at the end of a long pipe. One member of the group who has done the attunement quests is enough for the whole group to go in. See the city on the world map.
Level	28–33, the range Blizzard gives. Its quests can be taken from level 24.
Experience	For the Alliance, its 4 quests give 37,600 XP, about 1 level at level 28. For the Horde, its 4 quests give 37,600 XP, about 1 level at level 28. Quest by quest
Drops	35 drops, 35 seen in game. They require level 25 to 30 and are item level 31 to 35.
Bosses	Atrexis the Grave Knight, Lyn the Ignored, Arcane Anomaly, Arcanic Enigma, Unstable Sentinel, Mana Devourer, Fel Ancient, Shade of the Archmage.
Immunities	Most of the city’s monsters are immune to something. Many take no Arcane damage. The constructs and the elementals take no bleed or poison: Rake, Rip, Rend, rogues’ poisons and Serpent Sting do nothing to them. The treants can bleed but take no Nature damage. A Blizzard developer said on the official podcast of October 8 that the arcane immunity is on purpose.
Reputation	Each kill gives Kirin Tor reputation: 5 for most enemies and for the Arcane Anomaly, Arcanic Enigma, Unstable Sentinel and Mana Devourer, 12 to 13 for the elites of the sewers, 15 for Atrexis, 25 for Lyn the Ignored and the Shade of the Archmage. At Friendly, Archmage Alvareaux, the Kirin Tor quartermaster in the city, sells eight recipes for Blacksmithing, Leatherworking and Tailoring (skill 175); the Kirin Tor Tabard asks Exalted. Since the October 15 update, the Horde no longer earns this reputation: the recipes and the tabard are for the Alliance.
Story	Backfiring enchantments, arcane constructs, demonic energy and cats. Blizzard calls it a whole city to explore.

Getting inthe quests to Dalaran

Two short quest lines lead into the dungeon, from level 30, as Wowhead’s Forever database has them, even though the dungeon’s own quests can be taken from level 24. Both end at the Image of Archmage Modera by the city, beside Lordamere Lake. She gives Heart of Disruption, one of the dungeon’s quests, and with it the Dalaran Sewer Key. One member of the group holding the key is enough for everyone to go in.

Alliance: Emissary Jacques, in Southshore, gives An Alarming Request, which sends you to the Image of Archmage Modera. After Heart of Disruption, Friend of the Kirin Tor takes the mote to Archmage Celindra in the Violet Citadel.
Horde: Magus Wordeen Voidglare, in Tarren Mill, gives Prison Break In and Key to the City. Both send you to the Lordamere Internment Camp: kill four traitors there for their artifacts, and take the Grimy Key from the Warden’s Footlocker, upstairs in the two-storey building. The traitors take five to ten minutes to come back, and several groups often wait for them. Then comes Dalaran Patrols, and Blood in the Streets takes you through the sewers on the north side of the city to the Image of Archmage Modera. After Heart of Disruption, Shrewd Negotiations ends with Archmage Celindra. Keeper Bel’varil’s Stone Tokens are not needed. Since the October 15 update, the key still opens the dungeon, but this questline no longer lets you walk around the city itself.

These figures count the level 30 build of October 1, which halved what dungeon quests give beyond a normal quest. Only the quests count here, not the kills, and a quest far below your level gives less.

All these quests are level 33 and can be taken from level 24. Each gives 9,400 XP in WoW Forever.
