The Grand Betrayal (Alliance, from High Tinker Mekkatorque) and Rig Wars (Horde, from Nogg in Orgrimmar) both let you choose this robe, and both open at level 25. Each sends you to Mekgineer Thermaplugg, the last boss of Gnomeregan, a level 34 elite: at level 30, go with a group. A reader pointed it out on October 4.
