Where it comes from
Lady Zephris, the rare of Hillsbrad Foothills
A reader of this site told us on October 9 that it drops from Lady Zephris. Lady Zephris is a level 33 rare on the south-east coast of Hillsbrad Foothills, seen by the Forever database between (56, 67) and (70, 88). The database puts the gown at 1% of her kills. It binds when equipped, so the auction house may have it too.

Read from the game clients' item tables through wago.tools. Some Forever items are not in those tables: Blizzard's server sends them to the game the first time it meets one, and we read the ones our game has received from its cache. The Forever client's stat amounts, armor and weapon damage are computed from its item level budgets the way the game computes them. Names, icons and item data © Blizzard Entertainment.
