Where it comes from
Alliance quest Stopping the Cycle, Wetlands, level 34
One of the three rewards of Stopping the Cycle, an elite Alliance quest of level 34 that opens at level 24. It sends you to the Dragonmaw orcs near Grim Batol, in the east of the Wetlands, to kill the red dragonspawn they hold: take a group. The Forever database lists the rewards. Not checked in the beta.
