Where it comes from
Druid quest Aquatic Form, level 16, both factions
Aquatic Form, the druid quest of level 16, gives it to both factions: the Forever database lists it on the Alliance quest and on the Horde one, and a reader confirmed on October 4 that Alliance druids get it this way. The Horde quest Meddlesome Mages, on Zephras Isle, gives it too. Changing form costs 40 less mana, which is most of what a cat spends its mana on.

Read from the game clients' item tables through wago.tools. Some Forever items are not in those tables: Blizzard's server sends them to the game the first time it meets one, and we read the ones our game has received from its cache. The Forever client's stat amounts, armor and weapon damage are computed from its item level budgets the way the game computes them. Names, icons and item data © Blizzard Entertainment.
