Where it comes from
Wet Job, a step of the Cozy Sleeping Bag chain, gives one bottle to both factions from level 14; you hand it in at the Stonewrought Dam in Loch Modan. The Alliance can also pick one as the reward of Shelf Picked, a quest in the Stormwind library from level 13. It is also fished in Westfall and Silverpine Forest, about 1 catch in 30 in Classic.

Read from the game clients' item tables through wago.tools. Some Forever items are not in those tables: Blizzard's server sends them to the game the first time it meets one, and we read the ones our game has received from its cache.
