No player's game cache we read holds this item yet. The first time someone loots it, sees it at a vendor or clicks a link to it, Blizzard's server sends its stats and this tooltip opens.

Read from the game clients' item tables through wago.tools. Some Forever items are not in those tables: Blizzard's server sends them to the game the first time it meets one, and we read the ones our game has received from its cache.
